The Tribunal is presided over by a legal expert holding the rank of a District Judge. The Tribunal is also empowered to express its opinion if a reference is received from the Government regarding the legal validity and propriety of decisions taken by local self-government institutions. Petitions must be submitted to the Tribunal in 'Form C' within 30 days from the date of the order being challenged. With the Tribunal's permission, a petition or amendment may be submitted with a delay of up to one month. If a representation submitted to a local self-government institution remains unresolved for sixty days, a petition may be filed with the Tribunal within ninety days. As there may be parties opposing this petition, a self-attested copy of the petition, relevant documents, and—as far as possible—supporting affidavits should be submitted to the Tribunal either in person or via registered post. A Demand Draft (DD) for ₹50, payable at the Tribunal's Thiruvananthapuram office, must be enclosed with the petition.
